Note on back indicate Robert Sully was brother of Thomas Sully who painted The Torn Hat http://www.hol.gr/mirror/cgfa/s/p-sully1.htm. Robert was 2nd husband to Elizabeth Rucker Williams. The painter Robert Matthew Sully was a nephew of Thomas Sully, adopted when his father, Thomas\' brother, died. On Friday, Dec. 14, 1832, The Richmond Whig and Commercial Journal reported the marriage of Robert Matthew Sully and Isabella Jerdone Thompson (my aunt) daughter of Garland Thompson, Esq. (my gg grandfather). All were from Richmond. They were married on Dec. 11th by the Rev. Robert B. Croes of Genesee, NY. They lived for some time in Culpeper. I believe they had children. He could well have had a second marriage and lived in Petersburg, but his clothing appears to be of an earlier date than you have for him.
